Title 1 - Part A Programs
Overview
Title I Part A Programs make it possible to expand the basic educational programs schools and districts offer to ensure that all children receive a high-quality education, and to close the achievement gap between children meeting the challenging State academic standards and those children who are not meeting such standards.

Parents’ Right-to-Know
- Right to Inquire about Professional Qualifications 20 U.S.C. §6312(e)(1)(A): Parents have a right to inquire about the professional qualifications of their students’ classroom teachers and paraprofessionals. Information provided must include the following:
- Whether the student’s teacher:
- has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction
- is teaching under an emergency or provisional license
- is teaching in the field of discipline of the certification of the teacher
- Whether the child is provided services by paraprofessionals and, if so, their qualifications
- Whether the student’s teacher:
- Right to Know about Teacher Qualifications 20 U.S.C. §6312(e)(1)(B)(ii): The District provides parents timely notice if their student has been assigned or has been taught for four or more consecutive weeks, by a teacher who does not meet applicable state certification or licensure requirements at the grade level and subject area in which the teacher has been assigned.
- Student Performance Notification 20 U.S.C. §6312(e)(1)(B)(i): The District provides to each individual parent of a child attending the school, information on the level of achievement and academic growth of their student, if applicable and available, on each of the state academic assessments required by ESSA (the Forward Exam, PreACT Secure, ACT with Writing, ACCESS for ELs, and Dynamic Learning Maps).
- Assessment Policy Notification 20 U.S.C. §6312(e)(2)(A): Parents of each student attending any Title I school may request information regarding any State or District policy regarding student participation in any assessments mandated by ESSA, the State or the District. Information includes applicable policies, procedures, or parental rights to opt the child out of such assessment, where applicable.
Federal, State, and District Assessments
Overview
The United States Department of Education, State of Wisconsin, and the D.C. Everest Area School District require a variety of assessments for varied purposes. Below is a list of the assessments, their subject matter, purpose, mandate, and if possible, time spent to take the assessment and distribute results. Assessment information may be subject to change.
Questions regarding assessments should be directed to the District Assessment Coordinator: Lisa Braun.
Parents/Guardians should contact the school’s building principal if they would like their child to “opt-out” of a specific assessment.
Federally and State Required Assessments
Wisconsin Forward Exam

- Purpose
- Monitors progress in acquiring academic English
- Assesses speaking, listening, reading, and writing

- Identifies students with reading needs; additional diagnostic assessments administered to students performing below the 25th percentile
- Informs interventions aligned with state standards
